WVSU Extends Condolences to President Emeritus Dr. Hazo W. Carter, Jr. and Family

INSTITUTE, W.Va. -- West Virginia State University (WVSU) is saddened to learn of the passing of Judge Phyllis H. Carter, wife of President Emeritus Dr. Hazo W. Carter, Jr. and WVSU's First Lady from 1987 to 2012.

During her service at WVSU, Judge Carter was a champion of the arts with a strong passion for and unwavering commitment to history and culture.  For many years, she chaired the University's History and Culture Committee.

She faithfully served the University resulting in the establishment of the Booker T. Washington Institute and the creation of the WVSU National Center for Human Relations.  She represented the University nationally by serving as the minority liaison for 1890 Historically Black Land-Grant Institutions, Hispanic Serving Institutions, and Tribal Colleges to the Council for Agriculture, Research, Extension, and Teaching (CARET) of the National Association of State Universities and Land-Grant Colleges (NASULGC).

“This is a sad day for the State family, because Judge Carter's work made a significant and lasting impact across campus and throughout the community,” WVSU President Brian O. Hemphill said. “On behalf of the University, my wife Marisela and I extend our deepest sympathies to Dr. Carter and his family.”
