Office of Sponsored Programs

The Office of Sponsored Programs (OSP) at West Virginia State University (WVSU) supports all faculty, students and staff in the pursuit of externally sponsored endeavors to further our mission of Research, Teaching and Public Service.

OSP coordinates the solicitation and administration of grants, contracts, cooperative agreements and other externally sponsored awards on behalf of WVSU. While each team member has their individual responsibilities, it is common for each staff member to lend a hand in the other areas in order to provide seamless customer service for the WVSU family.

Crystal Botkin serves as the Pre-Award Grants Specialist. She assists with the initiation of grant proposals, coordinates the internal approval timeline, serves as a liaison to granting agencies, and assists with the development of grant applications by reviewing draft documents. Botkin disburses the Intent to Submits and Internal Approvals to the signing authorities, conducts the final review of grant applications for internal approval and submission, and executes the submission of letters of intent and grant applications.

Shannon Skiles serves as the Post Award Grants Specialist, supporting applicants throughout the life cycle of the award. She oversees Responsible Conduct of Research training and assists Principal Investigators (PIs) with the interpretation or negotiation of award terms and conditions, and facilitates award modifications, grant reporting and closeout. In addition to her post award duties, Skiles manages the OSP grants database and assembles internal grant information requests from PIs, departments, divisions, colleges and administration, and drafts the checklists OSP uses for grant submissions.

Amy Postalwait serves as the Director of Sponsored Programs and oversees the day-to-day operations. She manages organizational grant submission compliance and facilitates the implementation of new policies and procedures related to the Office of Sponsored Programs. Postalwait also seeks potential externally sponsored opportunities for current and new PIs to expand the Teaching, Research and Extension opportunities for the WVSU community. She also supports the OSP staff with pre award and post award responsibilities.

OSP falls under the auspices of the Research and Development Corporation.

It is the policy of West Virginia State University that:

  • Anyone considering applying for any type of grant must complete an Intent to Submit Form as soon as possible.
  • All grant applications must be submitted 48 hours before the grant deadline date.
  • PLEASE NOTE: Weekends and holidays do not count as business days.
