INSTITUTE, W.Va. – West Virginia State University (WVSU) will host its fall commencement on Saturday, Dec. 13, 2025, beginning at 10 a.m. in the D. Stephen and Diane H. Walker Convocation Center.

The ceremony will recognize the university’s approximately 230 summer and fall 2025 graduates. 

The commencement speaker will be WVSU alum Allan L. McVey, who currently serves as the West Virginia Insurance Commissioner, a position he has held since 2021. Prior to his current role, he served as Cabinet Secretary for the West Virginia Department of Administration. 

In his role as Cabinet Secretary for Administration, McVey was responsible for the 17 administrative agencies in West Virginia.  Prior to his appointment as West Virginia Insurance Commissioner and Cabinet Secretary, McVey was a licensed insurance agent who served in several capacities during his long tenure in the insurance industry in West Virginia, which has now spanned 55 years and counting. 

His experience included a position as a Medical Claims Examiner with the West Virginia Workers’ Compensation Fund and as an underwriter with a large national insurance company, which is now part of Travelers.  In 1976, he became a licensed insurance agent and broker with several firms, both local and national, finishing his private sector career as the Agency Manager of BB&T Insurance Services.

McVey earned a bachelor’s degree in business administration from West Virginia State University in 1973 and has several post-graduate insurance designations.  He remains active on State’s campus and has served on the University’s Foundation Board for many years, including a stint as Chair.  He has also  been the voice for West Virginia State’s basketball teams for several years and also serves in that capacity at Saint Albans High School.
