In 1997, the US Department of Justice, Office of Community Oriented Policing Services (COPS) funded the creation of the only national training network of Regional Community Policing Institutes (RCPIs) to provide comprehensive and innovative public safety education, training and technical assistance throughout the nation. The West Virginia Regional Community Policing Institute has been a part of this national network from the beginning and has been located on the campus of West Virginia State University since 1997. The Institute provides comprehensive and innovative training and technical assistance to West Virginia law enforcement agencies, local governments, and community members to address current and emerging community safety issues, including local efforts to enhance homeland security. The participation in the nationwide RCPI network provides the WV RCPI access to the resources and expertise of the COPS Office and the other Institutes.
The Institute has trained 25,236 individuals in West Virginia since 1997. This total includes 18,782 West Virginia law enforcement officers (74% of the Institute’s training). The RCPI has established itself as the premier provider of Law Enforcement Training (LET) credits through annual in-service training for the West Virginia law enforcement community. The impact of the Institute upon West Virginia law enforcement and the communities they serve through training, partnership building, and technical assistance has been tremendous and greatly benefited all the citizens of West Virginia.
The Institute delivers a varied and comprehensive curriculum and program that has been developed and delivered in collaboration with its numerous partners of local and federal law enforcement, state and federal agencies, and community based programs. The Institute is very proud of its recent work with providers of crime victim services and victim rights awareness. This work helped to establish the West Virginia State Victims Assistance Academy, a comprehensive, academic based program for crime victim service providers.
