West Virginia State University Establishes James and Elaine Hill Endowed Scholarship

INSTITUTE, W.Va. – West Virginia State University (WVSU) has announced the establishment of the James and Elaine Hill Endowed Scholarship, created through a generous gift from trailblazing university alumni James and Elaine Hill.

The endowed scholarship will provide financial support for WVSU students, with preference given to female students from Charleston, West Virginia, pursuing an education in the STEM fields, as well as students majoring in chemistry.

The scholarship honors the Hills’ lifelong commitment to education, leadership, public service, and expanding opportunities for future generations.

“Jim and Elaine Hill exemplify the values of leadership, service, and academic excellence that define West Virginia State University,” said WVSU President Ericke S. Cage. “Through this endowed scholarship, they will create opportunities for future generations of WVSU students and inspire them to lead lives of purpose and service.”

Both alumni built distinguished careers marked by professional achievement and community impact after graduating from West Virginia State.

Elaine Hill, a 1958 graduate of what was then West Virginia State College, devoted her career to advocacy and social services. Following her own battle with breast cancer, she co-founded Breast Cancer Support Services in Chattanooga, Tennessee, expanding support and outreach efforts for underserved communities. Throughout her life, she has championed causes related to healthcare, education, youth development, and the arts.

James “Jim” Hill, a 1957 graduate and chemistry major, built a distinguished career spanning military service, corporate leadership, nonprofit management, and civic engagement. He became the first African American to teach at the United States Military Academy at West Point and later held leadership positions with DuPont, the Tennessee Aquarium, and the Tennessee Education Lottery Corporation. He also served in numerous civic and philanthropic leadership roles throughout his career.

The couple’s connection to West Virginia State began as students, where they met in chemistry lab before marrying shortly after Elaine’s graduation.

Through the creation of the endowed scholarship, the Hills hope to expand educational access and encourage students to pursue lives of purpose, achievement, and service.

“West Virginia State University played such an important role in the Hills’ lives, and this endowed scholarship is a wonderful tribute that they are investing in their alma mater through the creation of this endowed scholarship fund to provide opportunities for future students,” said Trey Jones, Vice President for University Advancement and President of the WVSU Foundation. 

The Hills’ contribution is part of the State of Tomorrow Capital Campaign, which seeks to raise $25 million to elevate student experiences, strengthen academic programs, expand campus resources, and sustain WVSU’s legacy as a vital partner in West Virginia’s growth.
